English abstract

Social workers responding to suspected abuse of an older person may face simultaneous duties to report concerns and protect confidential information. This practice commentary examines how selected United Arab Emirates federal provisions structure that relationship. It distinguishes the general reporting duty in Federal Law No. 9 of 2019 from its particular failure-to-report offence, and compares protection of the reporter’s identity with the confidentiality provisions of Federal Decree-Law No. 13 of 2024 on domestic violence. Cabinet Resolution No. 9 of 2021 supplies a further basis for case assessment, coordination and follow-up by protection units. The article proposes a referral record that separately identifies the legal route, information category, recipient, disclosure basis and receipt of the referral. Its purpose is to make professional reasoning reviewable without assuming that reporting authorises unrestricted circulation of case information. Two hypothetical situations illustrate the framework. The analysis uses public legal materials rather than interviews or confidential cases, and makes no claim about service effectiveness or prevalence. The practical contribution is a legally differentiated approach to referral that connects safety, confidentiality and continuity of support while identifying matters requiring further legal and empirical assessment.
