English abstract
Older persons can participate in a community as service users, learners, volunteers and contributors to public policy. These roles require different legal and administrative arrangements. This article examines how Federal Law No. 9 of 2019 concerning the rights of Senior Emiratis connects participation with access to information, an enabling environment and public accountability. Using doctrinal analysis of the Arabic statutory text, it distinguishes the law’s citizenship-defined beneficiaries, its participation objectives, its service duties and its reporting and complaint mechanisms. It argues that attendance at activities, preferential service access and influence over policy should be assessed separately. A proposed evaluation framework links each form of participation to an identifiable decision, access condition and documentary record. The framework is a research and administrative proposal rather than evidence that a particular institution has met or breached its duties. It also explains why statutory authority for fee reductions cannot be reported as an operative exemption without a further implementing decision. The contribution is a focused account of participation as a sequence of opportunities and decisions, providing a basis for evaluating ageing-related services while preserving the distinction between legal recognition and demonstrated implementation.
